The package of proposed amendments to the Turkish constitution that were announced on December 10 foresee the gradual concentration of even more power in the hands of President Recep Tayyip Erdoğan, leading to the introduction of a full presidential system in November 2019. Yet recent events have shown that the more power Erdoğan exercises, the worse the situation in Turkey becomes.

The debate on political Islam under the incumbent Justice and Development Party (AKP) needs to fully acknowledge the crucial importance of nationalism as the enduring element of any relevant form of mass politics in Turkey. In the Turkish case, it makes no sense to speak about political Islam distinct from nationalism as an overriding ideological component of modern politics. Just as much as the AKP’s political Islam utilizes religious texts, symbols and traditions, it also utilizes the familiar discourse of nationalism. This process was underway before the failed coup, but it has become more pronounced in its wake.

Ahmet Davutoğlu has left as he came, not in response to popular demand but at President Erdoğan’s behest.  Apparently unsighted by his unfailing self-belief, Davutoğlu was caught unprepared when Erdoğan made his move. The overthrow of Davutoğlu has demonstrated the naivety of the EU’s policy of appeasement. The EU officials believed that by focusing on Davutoğlu, they were strengthening him politically as a counterweight to Erdoğan. This may have been naïve, self-serving or both. It was certainly not true. But it did reinforce Erdoğan’s suspicions of Davutoğlu.

Fehim Işık on the news site Haberdar writes that political Islam, represented by AKP and Erdoğan has succeeded in bringing Kemalist nationalism, represented by Baykal (the former CHP leader) and the Turkic nationalism of MHP together on the shared ground of enmity against the Kurds. And by pulling the army fully to his side, Erdoğan is aiming to make his power eternal. Can he do it? I don’t belong to those who believe that the Kemalist forces of the status quo, sustained by the army, are ever going to offer that opportunity to Erdoğan. That is so because the military and the defenders of status quo are not only against the Kurds but also against the pious. At one point, this alliance is going to end, and it is the Erdoğan side of it that is set to sustain the heavy blow. The military is not going to switch allegiance. It is possible to predict that Kemalist nationalism and Turkic racism are going to be the winners.

Since 2010, the State Directorate for Religious Affairs has risen in prominence. Diyanet’s budget has quadrupled under the AKP, and the Directorate now issues fatwas on demand, as well as wading into political issues and backing up the AKP position. Moreover, Diyanet has drastically increased its provision of Quran courses for students of all ages. The Diyanet, originally created by the Turkish state to exercise oversight over religious affairs, is now firmly under the control of President Erdoğan, and has turned into a supersized government bureaucracy for the promotion of Sunni Islam.
